they didnt give it because they want the soldiers to be tough. They didnt give it because they simply cant. Federal spending divided into three groups :
- mandatory spendings
Spendings that requiref by existing law, such as health care, to take care of public properties, etc. Mandatory spendings took up to 90 % of the federal spendings
- Discretionary spendings
An additonal optional spendings such as buying a new guns for military, dll
- interest on federal debts
