Respuesta :

fog and cats cat feet is your answer

fog and cat

The fog is what is coming over the city.  The words "feet", "sits", and "haunches" are all words that refer to the body or behavior of the cat. However, what is actually over the city is the fog. The speaker uses the cat to show how the fog moves into the harbor and then leaves.
