Obscene material is considered to be contrary to generally accepted standards of morality or decency, comes from the Latin obscenus, which is defined as repulsive or something detestable. This term is used a lot in the legal context to describe certain expressions such as: words, actions and images that may offend moral or sexually someone.
The work is considered to be obscene. That is, the work is considered to be without merit and goes against the "community standards" of the "average" citizen of the society. If the work is made to appeal to only the prurient interests of the person viewing the work and does not have any artistic or literary merit otherwise, then the work can be considered as obscene.
