Lincoln's "Ten percent plan" in comparison to the republican plan for reconstruction is that any state that would not agree or go against the United States Government could be put back into the Union when 10 percent of the 1860 vote count from that state had taken an oath to the United States and promised to live by Emancipation.
Radical Republicans were not liked by Moderate Republicans, they passed there own plan but Lincoln vetoed the plan, putting his own laws into effect.
