Jefferson spent much of his time writing the laws for Virginia during Independence War. This called for an education system for all. Jefferson in another place makes it clear that the only way to have the laws honestly and wisely administered is to create and form a well-educated citizen.
He said and I quote:
… it is generally true that that people will be happiest whose laws are best, and are best administered, and that laws will be wisely formed, and honestly administered, in proportion as those who form and administer them are wise and honest …
