Having polio Roosevelt realized just how easlily life can be lost. This changed the way he though of certain things such as politics.
He made programs to help people medically. This things were part of the New Deal. He made medical care more affordable and accessable.

Yes I think that Roosevelt's experience with polio changed his personality and politics.
His fight with Polio began when he was 39 years old. The illness left him paralyzed from the waist down. The effect this had on him was that he avoided being seen in public on a wheel chair.
It also caused him to create the foundation that was known as the National Foundation for Infantile Paralysis. The development of polio vaccines started through him.
