Describe the differences between natural rights and divine rights and their impact on the formation of government

Natural rights are those that are not dependent on the laws or customs of any particular culture or government, and therefore universal and inalienable (i.e., rights that cannot be repealed or restrained by human laws).

Divine rights are rights that are given to a person from deity. an Example of this would be the divine rights of kings or the mandate of heaven which believed that it's 
political and religious doctrine of royal and political legitimacy. It asserts that a monarch is subject to no earthly authority, deriving the right to rule directly from the will of God
