The theory of social disorganization, which emerged thanks to the investigations of Shaw and McKay in 1942, establishes that high crime rates are linked to neighborhoods and not to the people who live there.

To implement this theory, the neighborhoods of origin of the young people who went to court in Chicago were verified, recognizing that the vast majority belonged to non-white neighborhoods.

However, when reviewing the emigrations from these neighborhoods, it was possible to identify that once the people left these neighborhoods and lived in others, the crime rate in the neighborhood decreased but that of the new neighborhood did not increase, taking as a reference that the neighborhood was the actual drawback.
