When discussing 4WD vehicle systems  Technician A and Technician B are correct

In a 4WD ( 4 wheel drive ) vehicle system, all the 4 wheels of the vehicle receive same torque from the engine, A 4WD can be converted to a 2-wheel drive system as well. Depending on the road conditions it can be switched to high or low 4WD.

The front-axle of a 4WD can be disconnected using either manual or automatic locking hubs when the 4WD is not selected. also the electric switch or shift lever  is used to select/engage the drive axles.

Therefore we can conclude that Both Technician A nd Technician B are correct.
