Britain had seen nothing wrong with the stamp act, but the colonists had found it bad. The colonists had resorted to mob violence to make the stamp collectors resign.

The differing opinions are between the British which who originally passed this act and the colonists who were angry because it was telling them and forcing them to use paper. Even the poor had to be texted on paper. So the British was benefiting from it while the colonists were struggling and also were angry about it.
