When Parris says, "There is either obedience or the church will burn like hell is burning," he is talking about the condition of the town. If the people are too obedient to the church, then things will move smoothly and the problems will be solved. But, if the people choose to be disobedient to be the church, then there will be problems. Parris uses "hell" as an example for this. Since they are puritans and believe in such, the use of the word "hell" has an effect on the people of Salem. There will be problems within the church if they disobey, and those problems will lead to corruption and destruction. Parris' above statement may even act as foreshadowing, hinting to the reader that destruction within the church is yet to come.

My best description of what is meant by the above statement taken from Act I, Scene 1 is:

According to the given excerpt, we can see that the speaker Parris talks about obedience to the church otherwise there would be dire consequences such as anger from the church.

As a result of this, we can see that there is a need for total compliance from the people because they are Puritans and their town of Salem would suffer the consequences.
