If it had not happened in 1914, it might have started in 1915 or 1916. Earlier the respective powers avoided the 1909 Bosnian crisis but the conflict kept coming back again.
If the Serbian King had accepted the Austrian demands, he might have faced violent repression at home. The next ruler might have done something against Austro-Hungarian empire and that crisis might have started the war.
