The conclusion of the passage of the Black Codes was the suppression of freedom of African-American people by denying them equal rights e.g. the right to vote, the right to public education and the right to equal treatment under the law.
What defines this law is the permission to arrest African-Americans for minor infractions and commit them to slavery.
