because if you compare a regular road and ice... ice is smoother and therefore has less friction 
B) because a road is usually covered in rocks which increases the friction, but since its now covered in ice which is usually a smooth surface is has less friction leading to the car sliding. Also if the top of the ice has melted it may hav left behind water and hitch is a lubricant and reduces friction
