For an appraisal to be regarded as important it must be: from a competent source perceived as highly personal reasonable in light of what we believe about ourselves all of the above

Without all the things above, an appraisal couldn't be used by the client as a reliable measures to make his/her decision.  In some cases, it might be considered as a con that could be punishable by fines or jail time
