Otto von Bismark used wars and political instincts. He helped to bring about a rise in nationalistic pride. This brought the people to see themselves as Germans, not Bavarians, Berliners, Prussians, etc. He would later install puppet political leaders that he could easily manipulate to maintain control over the region.
