In the presidential election of 1876, there was an extremely close contest between Rutherford B. Hayes and Samuel J. Tilden. There were some disputes in three states in terms of who won that state. In order to figure out who the president would be, Democrats and Republicans struck an informal deal.
Southern Democrats wanted federal troops out of the South, as they had been their enforcing the Reconstruction era laws that allowed for African-Americans to gain a significant amount of rights in society. If the federal troops left, there would be no organization there to enforce these laws. In return, Northern Republicans got a Republican President out of the deal.
