The answer is that there were Italian Fascism in the 1920's Japanese militarism and invasions of China in the 1930s, and especially the political takeover in 1933 of Germany by Hitler and his Nazi Party and its aggressive foreign policy.
There were many causes of World War II. The one that is most viewed as the start was the Poland Campaign. This was when the Nazis were ordered to invade Poland on September 1st, 1939, attempting to seize half of it, and give the other half to the Soviets.
