To solve it we are going to use the proper tie of inequalities that says that if we have a greater than absolute value inequality, its solution will always have two parts. In other words, given [tex]|x|\ \textgreater \ a[/tex] its solution will have two parts: [tex]x\ \textless \ -a[/tex] and [tex]a\ \textgreater \ a[/tex]. Lets apply this to our problem:
[tex]|b| \geq 10[/tex]
[tex]b \leq -10[/tex] or [tex]b \geq 10[/tex]

We can conclude that the solution set of our inequality is (-∞,-10]U[10,∞)
