he regrets bringing his creature to life because the monster is terrifying to him. the monster does a lot of stuff that victor is not okay with (for example, killing his little brother & framing a family friend of theirs, etc). he wishes he wouldn't have created the monster, so none of that stuff would've happened. he thought that's what he wanted to do, was create a monster because he was so smart and capable of doing so, but in all reality what he created ended up running his life.
