The author's purpose of this excerpt from the Declaration of Independence, is  B. to inform readers about recent governmental reforms. Thomas Jefferson wrote the first draft of the United States Declaration of Independence, then some changes were added. The Thirteen Colonies that were at war with the United Kingdom declared theimselves as thirteen independent sovereign states, no longer under British rule. After being approved it was widely distributed to the public.
