Ten children in a kindergarten class own a dog. Fourteen children in the class do not own a dog. Find the ratio of the number of children who own a dog to the number of children in the class. Express the ratio as a simplified fraction.

OK. So. 10 kids own a dog. 14 do not. The ratio of children who DO own a dog to the number who DON'T would be 10:14. 
To simplify, what  is the biggest number that goes into both 10 and 14? 2. So divide 10 and 14 by 2 to get your simplified fraction
10÷2=5
14÷2=7
