The US Government encouraged people to move west by giving away land for people who settled there. These settlers followed in the footsteps of the Mountain Men, who crossed the Great Plains first and provided the trails for people.
There were numerous homestead acts which worked like a pull factor for people to move westwards. If people went westwards and settled the area they could get huge areas of land for a small amount of money or sometimes even for cheap if they promised that they would use it for agricultural purposes. After a while, they would not have to do it anymore if they disliked it and they could keep the land as a payment for how they helped the government.
