Let's start with the reflection.
The original point is (2,-4) and we are told it to reflect across the x axis. We are 4 y values below the x axis. The x value of the new point is still 2. That won't change. The y value must. The new point is (2,4) you should actually draw this much right now.

When you rotate anything 90o, the x and y values interchange so this much of the point is (4,2)

That's not the answer. Then what happens is the x value goes negative. You will wind up in quadrant 2.
(-4,2) <<<<<<<=========== answer.
