Answer is: violations of treaties with the Sioux.
Treaty with Sioux was established in 1968 and  bring peace between the federal government and the Sioux, they agreed that Sioux settle in the Black Hills reservation in the Dakota Territory.
The U.S. government had continued to seize Sioux lands and in 1890 attacked tribe and massacred them.
