I personally believe that this is the case. The answer is asking you to wonder what action is a worst evil. Whether it is better that guilty people are free, or that a single innocent person is in prison. I agree that this is the case, because I believe that the mental and emotional damage to prisoners is enormous. People in prisons suffer from loneliness, isolation, abuse, and the inability to lead their lives the way they want. As difficult as this is for guilty people, it would be even more so for someone who is free. On the other hand, if guilty people are free, there is no certainty that they would commit a crime again, or that they cannot successfully reintegrate in society.
