Best Answer : C, enemy bombings of military bases because Japan attacked the Pearl Harbor ( Hawwi Navy Base ) when most of the battle ships and carriers where out for practic. The Japenase thought that they should attack and wipe out the battle ships that were guarding or in other words, off duty ships.
