He didn't tax the wealthy, he let them run rampant. He reduced their taxes which made them too powerful but it was good for him because they didn't bother him then and didn't try to change the ruler. He hosted gladiator games where he fought himself and he would always win. He didn't create a coinage system but he did devalue Rome's currency. He didn't do much conquering outside of Rome, but there was a lot of political strife in Rome which turned him into a complete dictator before he was assassinated.
