I believe the answer is  Emotion management. 
In this type of scenario, the patient would most likely unable to made any rational decision due the emotional pressure that they felt. The nurses should give them the chance to vent and let them let our their anger and frustation first, and then appont a councel that would help them to sort their state of mind.
The initial crisis intervention strategy should the nurse use is the emotion management. Emotion Management is the ability to realize, readily accept, as well as successfully control feelings in oneself because emotions are the most present, pressing and sometimes painful force in our lives.
