This would be the shades of meaning. While both may have the same (or similar) denotative meaning, the shades of meaning show that one is a much stronger concept than the other. The first word brings to mind a much harsher need for food than simply being "hungry," which is a bland, generic term by comparison.
Hungry means intake of insufficient food and want to eat again after short interval of time , whereas Starving means Insufficient of food intake and want to consume food again after long interval of time .
Hungry indicate your body its time to eat whereas starving only happens when you burn your calories like after exercise your body bun maximum amount of calories and body need foods.
If you were starving from long period of time , it will damage your body calls and you might fall ill too. A normal person will likely to quite hungry, but not starving , the person start losing all the nutrition , vitamins and mineral from the body if he or she starve their body for long period of time .
