LOGOS can mean a lot of things.
Some of the meanings are the rational principle that governs and develops the universe. The divine word or reason incarnate in Jesus Christ. A high-level programming language widely used to teach children how to use computers. Or like I said early, it can also mean a graphic representation or symbol of a company name, trademark, abbreviation, etc.

Logos refers to a rhetorical device in which a speaker uses arguments and evidence in order to persuade an audience of a particular opinion. This is one of the most common modes of persuasion, along with ethos and pathos.

In this case, the author can be considered to be using logos because he uses concrete evidence to persuade the audience. This evidence is that of the Emancipation Proclamation and the reference to Abraham Lincoln.
