During the Soviet Union, the agriculture, as pretty much everything else, was under the control and planning of the government. The government was deciding what is going to be produced, where its going to be produced, and in which quantity it should be produced. The agricultural workers, though without any say in the agricultural policies, were still happy that they had a guaranteed and ensured job, as well as income.
Unfortunately, this kind of running of the agriculture more often than not was creating big problems, as the planned production was often not as desired.
