I believe that Henry Clay's most important proposal was the American System. He wanted to create something that would help America become more financially self-sufficient, which is why he proposed the idea of the American System. It included high tariffs to protect the American economy, the creation of the national bank to oversee that, and federal subsidies for internal improvements of the land, such as roads and canals.
