Why is increased female participation in government MOST LIKELY a sign of democratization?

Democracy is the belief that, "every vote counts". Having women take more of a part in Government contributes to this idea because if EVERY vote truly counts, and everyone is represented equally, then the amount of women in government should even out with the men.
