It is the movement of information from DNA, to RNA, to protein. Making protein, not the center of life. It is an inference because Crick has carefully observed all the interactions of DNA, RNA, and proteins. He has also done various tests and experiments to prove this.
Central dogma by Crick is explaining how a gene is translated. It involves transcription and translation. Transcription is copying the message of DNA to mRNA. This message is translated in the cytoplasm by ribosomes with the help of tRNA to syntheise proteins which are basis of every metabolic reactions. This is an inference based on observations. For him it was found reasonable to infer the message should be carried from DNA to cytoplasm.
