They wanted to punish the southern states for causing the civil war, they were concerned for the newly freed slaves , and wanted the federal government to work for the transition of freedmen from slavery to freedom and wanted the republican party to stay in power in both North and South. they even wanted to maintain their wartime agenda which included the protective tariffs, liberal policies for new settlers and the federal aid in the development of railways.
