What is the purpose of using pictures in this infographic?
a: to distract the reader from the issues being voted on
b: to keep the reader’s interest

To keep the readers interest would be what I would think the overall goal is. Humans are very visual creatures and can easily be distracted. Therefore it is easier to maintain somebodies attention by having pictures as opposed to just information which can become very tedious and off putting if that individual is not that interested.
