Lincoln felt that the southern states had never really left the Union. His major terms were laid out in the Ten Percent Plan: when 10% of the 1860 voting population took a loyalty oath to the Union, the state could be reintegrated into the Union. These (rather generous) terms were given as a way to quickly reunify the nation after the war.

These are the choices:

Former Confederates should not be compensated for lost property.

State governments must grant African Americans the right to vote.

The southern states had never really left the Union.

African Americans should be guaranteed social equality.
