Spankings should only be administered if the child does something on purpose after being told not to. And it shouldn't be the first thing to do. It's a last resort punishment after explaining what they did was wrong. And the sentence was unclear, does he KEEP spilling his milk at the restaurant or does the parent KEEP spanking him every time they go there because of the one incident?
