In order to be deemed a country, a society must live within defined borders and must have an organized government. Here, there are defined borders, which is the 'piece of coastal land and surrounded fishing areas'. However, the fact pattern clearly states that there is no government within them and no acknowledgement of a larger government that rules over them.
