Assume new scale as deg O. To find incremental scale of deg C against deg O, (360 - 13) / (140 - 0) = 2.48. This implies there will be an increment of 2.48 deg C for every increment of 1 deg O. Freezing point of water ( 0 deg C ) will become (0 - 13) / 2.48 = - 5.24 deg O. Temperature will be negative as 0 deg O corresponds to 13 deg C and hence any temperature below that will be negative.
