As electrons move from the higher to the lower energy level, they release energy and GROUND STATE occur.
There are many energy levels in atoms of elements and electrons can move from one level to another level and the lowest level possible is called the ground state. An electron needs energy to move from the ground state to an higher energy level. When an electron gains energy, it becomes excited and acquire the capacity to move to an higher level. When an electron in an higher energy level loses energy, it falls back to the ground state.

The reason the person above said ground state was because they probably assumed once the fireworks went off it got rid of all the electrons excited state. That is incorrect because ground state is the state of an electron (s) lowest energy point. That would be before you even light the fireworks to be set off, not after. After occurs emission, in which the fireworks go off anf color is released which would be photons. The answer is emission. Have a blessed day! :)
