In a democracy, the people are the ones who have the power and the people rule either directly or through elected representatives. However in a  dictatorship, a single person or political entity has the power and they do not ask the consent of the people. So a dictatorship can't be a democracy because the people do not have the power.

Political Question::

In a democracy; the president (or significant political figure of the government) is elected by the people and they communicate with them in regards of decision that will affect them and the government.

However; in dictatorship, the person or figure has not been elected but take power over the government and country. They make their own decisions and ignore the people who should have an influence.

For example:

In Pakistan; the current president is running a dictatorship as they bribed the validators to make himself have more voted than the other runner ups.
