Both Mississippi and Alabama might have had fewer Jim Crow laws but that didn't mean they were less racist than the other Southern states. The reason why they had fewer laws because society was already formulated in such a way that the African Americans did not have many rights. So the way the society was formulated already but them at a disadvantage, they didn't need laws highlighting the disadvantages.
