3.82 rounded to the nearest whole number would be 4. The 8 tenths in 3.82 is above 5 which rounds it to the next whole number after 3.
3.50 is exactly in between 3 and 4 but convention says that we round up at 5 or more. 3.8(2) is certainly more than 3.5 so it certainly gets rounded up.
