They are sometimes used as guidelines,others as a weapon. Oft times,they are simply used a a stabiliser in particularly volatile arguments,such as in the case of when the U.S bureaucracy is debating war. Those of the bureaucracy
that are against war at that time,typically invoke the Bible and the Seventh commandment,that being "Thou shalt not kill,thou shalt not murder" or in another case,being quoted from Genesis 9:6 "Whoever sheds the blood of man, by man shall his blood be shed, for God made man in his own image.
