The framers of the constitution created two ways to amend the Constitution. The first way is by executive order of the president which allows the executive branch to check the legislative branch. This must then be ratified by a 2/3 vote of the presidential cabinet. The second way to amend the Constitution is that the states governors call for a legislative accord allowing them start the amendment process. Then each state will vote on the amendment and must pass by a 7/8 vote among the states.
