Dark sky lake has 4,000 fish 80% of them are considered "small" and are returned to the lake when caught how many small fish must be removed from the lake so that the percent of small fish in the lake is reduced to 75%

4000*.8=3200 which means there is 3200 small fish. 
4000*.75=3000 
200 fish would need to be removed
You would have to catch 200 of the small fish  because 80% of 4,000 is 3,200
and 75% of 4,000 is 3,000.
