The power that is given directly to the people is called: reserved powers
Reserved power is not given ti either the federal government and the state government, so under the 10th amendment, the power fall to the hand of the people. Examples of reserved powers are the power to create business, the power to make effort to obtain license for different type of activities, etc.

Reserved powers are provided by the Tenth Amendment of the U. S Constitution. Reserved power are not either enumerated or prohibited by a constitution; howeverm reserved power is reserved by the constitution for a specified political authority, for instance, a state government.
Under the Constitution: “the powers not delegated to the U.S. by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”
