The question on your attachment is different than the question on the post.

On your attachment it ask for 14 1/2 feet =  ?  inches

First off, there is 12 inches in 1 foot. So we just multiply

14 x 12 = 168

Now we add our 1/2 foot which is 6 inches

168 + 6 = 174

So, 14 1/2 feet =  174 inches.

Now if you want the answer to the question posted 14 1/2 inches =  ? feet

Again 12 inches in 1 foot.

14 - 12 = 1.21 feet
